EU mycotoxin limits and guidance values for animal feed (2026/1801)

Both EU regimes, value by value, and what changes on 1 July 2027; each value with its legal text.

In short

EU mycotoxin limits and guidance values for animal feed fall under two regimes. Aflatoxin B1 has a binding maximum level, set by Directive 2002/32/EC. Deoxynivalenol, zearalenone, ochratoxin A, fumonisins B1 and B2 and T-2 and HT-2 toxins have guidance values, which are not binding: those of Recommendation (EU) 2026/1801 replace the 2006 and 2013 values from 1 July 2027.

Two regimes, not to be confused

Limit, standard, threshold: EU mycotoxin regulation for animal feed in fact separates two things. A maximum level is an obligation; a guidance value is a benchmark.

The English texts say “guidance values”; the French versions of the same Recommendations say “teneurs maximales recommandées”. They are the same values, and they are not binding.

Aflatoxin B1: the binding maximum level

Directive 2002/32/EC, Annex I, Section II. Values in mg/kg (ppm), for a feed at 12% moisture; in brackets, the same value in µg/kg (ppb).

Product intended for animal feedMaximum level
Feed materials0.02 mg/kg (20 µg/kg)
Complementary and complete feed, except in the two cases below0.01 mg/kg (10 µg/kg)
Compound feed for dairy cattle and calves, dairy sheep and lambs, dairy goats and kids, piglets and young poultry animals0.005 mg/kg (5 µg/kg)
Compound feed for cattle (except dairy cattle and calves), sheep (except dairy sheep and lambs), goats (except dairy goats and kids), pigs (except piglets) and poultry (except young animals)0.02 mg/kg (20 µg/kg)
Rye ergot (Claviceps purpurea), in feed materials and compound feed containing unground cereals1,000 mg/kg

Read in the consolidated version of the Directive dated 28 November 2019, the latest published on the date of checking. Recommendation (EU) 2026/1801 changes none of these values: it does not deal with aflatoxin B1.

What does Recommendation (EU) 2026/1801 change on 1 July 2027?

Commission Recommendation (EU) 2026/1801 of 24 July 2026 was published in the Official Journal on 28 July 2026. From 1 July 2027 it replaces two texts: Recommendation 2006/576/EC, which covered deoxynivalenol, zearalenone, ochratoxin A and fumonisins, and Recommendation 2013/165/EU, which covered T-2 and HT-2 toxins.

Its values are to be taken into consideration from that date. One exception: those for the feed materials maize, sorghum, soybean and sunflower, and their products, apply from 1 October 2027 (point 9).

The Commission relies on the opinions and reports published by the European Food Safety Authority (EFSA) since 2013, and on more recent occurrence data. It states that it is “highly recommended” not to exceed the values for complete feed, because they are based on the reference points for adverse effects on animal health (recital 12).

  • Cereals are judged more strictly: 4.0 mg/kg of deoxynivalenol instead of 8; 1.0 of zearalenone instead of 2; 0.05 of ochratoxin A instead of 0.25.
  • Feed materials that had no value now have one: depending on the mycotoxin, soybean, oil seeds and oil fruits, sugar beet products, lucerne, silages and forages.
  • A general value for complete feed, for each of the five families, and specific values for species that had none for most mycotoxins: chickens for fattening and turkeys, equines, leporids, aquatic animals, fur animals.
  • Lower values for pigs: 0.7 mg/kg of deoxynivalenol instead of 0.9; 1.0 of fumonisins instead of 5; 0.01 of ochratoxin A instead of 0.05.
  • T-2 and HT-2 toxins change status: the 2013 “indicative levels”, which triggered an investigation into the causes, become guidance values like the others.
  • Complementary feed is worked out: the value for complete feed applies, taking into account its share of the daily ration (point 4).

The 2013 Recommendation gives its levels in µg/kg: they are converted here into mg/kg (1,000 µg/kg = 1 mg/kg). They were levels above which an investigation into the causes was requested, not safety levels (note 1 of its Annex). Maize, sorghum, soybean and sunflower, and their products: feed material values to be taken into consideration from 1 October 2027.

Reading a test result against these values

The basis. All the values are for a feed at 12% moisture. A result reported on the product as received is brought back to that basis before any comparison, and the unit is checked: 1 mg/kg (ppm) is 1,000 µg/kg (ppb).

Complementary feed. The value for complete feed applies, taking into account the proportion prescribed in the daily ration. Its value should not be higher than the one worked out from the values of its feed materials and their share of the feed (point 4).

Several mycotoxins at once. The Recommendation asks for samples to be analysed for the five families at the same time, so that their co-occurrence can be assessed (point 2).

Above a guidance value. The feed should be placed on the market or used only when precautionary measures protect animal health. The buyer is to receive clear information on the mycotoxin level. For complete feed, complementary feed or a feed material fed directly to animals, a risk assessment is expected, taking into account appropriate risk mitigation measures where necessary (points 5 and 6). The text names none of those measures, and no product.

Above the maximum level for aflatoxin B1. The product does not comply and may not be mixed with another to dilute it (Article 5 of the Directive). A detoxification process is accepted only if it meets the criteria of Regulation (EU) 2015/786 and EFSA has assessed it.

Upstream. The Recommendation asks that compound feed manufacturers be given sufficient information on the mycotoxin level of the feed materials they buy (point 7). A figure is only as good as the sample behind it: sampling matters as much as the analysis.

Where each mycotoxin comes from, in which raw materials, and what can be managed at the mill: that is the subject of the page Mycotoxins in animal feed. The category Feed safety and preservation places mycotoxins among the other risks to feed, moulds and oxidation.

And outside the European Union?

Within the Union, these two texts are the reference in every Member State: the Directive, which applies through the national texts that transpose it, and the Recommendation, which is addressed to the Member States and, through them, to feed business operators and farmers.

Outside the Union, each country sets its own limits, sometimes for other mycotoxins, other species or on another basis. A feed is judged by the rule of the country where it is made and of the country where it is sold, and by the customer’s specification when that is stricter. This page copies no value from any other country: for a given market, tell us which one.

Frequently asked questions

What is the EU limit for aflatoxin B1 in animal feed?

0.02 mg/kg (20 µg/kg, or 20 ppb) in feed materials; 0.01 mg/kg in complementary and complete feed; 0.005 mg/kg in compound feed for dairy cattle, calves, lambs, kids, piglets and young poultry; 0.02 mg/kg in compound feed for other cattle, sheep, goats, pigs and poultry. These are the maximum levels of Directive 2002/32/EC, for a feed at 12% moisture.

Are the EU guidance values for DON, zearalenone or fumonisins binding?

No. A Commission Recommendation has no binding force: its values are used to judge whether a feed material or a feed is acceptable. The Commission nevertheless states that it is “highly recommended” not to exceed those for complete feed, and the general obligation to place only safe feed on the market still applies.

From when do the values of Recommendation (EU) 2026/1801 count?

From 1 July 2027. For maize, sorghum, soybean and sunflower, and their products, the feed material values are to be taken into consideration from 1 October 2027.

Which texts does Recommendation (EU) 2026/1801 replace?

Commission Recommendations 2006/576/EC and 2013/165/EU, from 1 July 2027. Directive 2002/32/EC, which sets the maximum level for aflatoxin B1, is not affected.

What is the DON guidance value for pig feed?

0.7 mg/kg in complete feed for porcine species under Recommendation (EU) 2026/1801, against 0.9 mg/kg in the 2006 Recommendation. Among complete feeds, only those for aquatic animals have a lower value: 0.5 mg/kg.

What is the fumonisin limit in maize?

The new Recommendation gives 20 mg/kg for maize grains and 40 mg/kg for maize products, as the sum of fumonisins B1 and B2, to be taken into consideration from 1 October 2027. The earlier one gave 60 mg/kg for maize and maize products. These are guidance values, not maximum levels.

Can a lot with too much aflatoxin B1 be blended with a clean lot?

No. Directive 2002/32/EC forbids mixing, for dilution purposes, a product whose level exceeds the maximum level, whether with the same product or with another (Article 5).

Do these values apply to food for people?

No. This page deals with animal feed only. Food for human consumption comes under other texts and other values.
